Rural Ulster Preservation Company, Inc. (RUPCO) was organized in 1981 for the purpose of creating housing opportunities fo low and moderate income households in Ulster County.

RUPCO has a broad array of services within five business lines including:

- Rental Assistance administering;

- Housing Choice Voucher Program with close to 1,700 vouchers in Ulster County and 230 in Greene County;

- Property Management where the agency owns or manages over 425 units of rental housing;

- Real Estate Development supporting the construction of affordable housing; homeownership promotion and preservation;

- HUD housing counseling services, and Community Development.

RUPCO has recently added staff in the support services arena in addition to the identified 5 business lines.

The Shandaken Revitalization Plan Committee, Inc., is a Rural Preservation Company that develops and maintains affordable housing for the low and moderate income residents of its service area and assists these same communities with economic revitalization projects. Housing services provided to income-eligible residents include: development and construction of new rental housing; creation of decent, affordable rental units through acquisition and moderate/substantial rehabilitation; moderate/substantial rehabilitation for owner-occupied housing units; management of existing rental units; purchase assistance programs for homeownership; homebuyer and homeowner counseling programs; reverse equity mortgage counseling; administration of two housing rehabilitation loan funds; assistance with fair housing training for community officers; assistance to tenants to include referral services, tenant intervention and formation of tenant associations; referral services for Section 8 Rental Assistance, Department of Social Services, Weatherization Program, Office for Aging, OMRDD and Catskill Watershed Septic Repair Program. Community revitalization services include: assistance to new and existing small businesses with creation of business plans and referrals to available economic development funding; administration of an economic development revolving loan fund; assistance to fire and water districts with district formation, researching grant opportunities, grant preparation and administration; assistance with historic preservation projects in identifying funding sources and grant preparation; assistance and support to community arts and crafts groups with the grant process; collaborating with local service groups and local school authorities in the creation of a community garden project; and assistance with grant preparation to the local police agency for COPS in Schools Program.

What is a weatherization assistance provider?

Weatherization assistance providers can assist eligible homeowners and owners of rental properties with measures to improve energy efficiency, including:

  • an energy audit of the home to identify specific needs;
  • addition of insulation to walls or ceilings;
  • weather-stripping and caulking around doors and windows;
  • cleaning, testing, repairs, or replacement of heating systems;
  • replacement or repair of broken windows and/or outside doors;
  • mitigation of health and safety concerns; in particular assuring that all dwelling units receive smoke detectors and carbon monoxide detectors.

Weatherization Services may also include other energy-related improvements such as: water heater repair/replacement, lighting fixture replacement, venting systems, refrigerator replacement, and certain electrical service work.

Weatherization services are available to income-eligible (60% of State median income) individuals who may be either homeowners or renters living in a single-family home, a manufactured/mobile home, or an apartment.
