The Regional Economic Community Action Program, Inc. (RECAP) is a registered not-for-profit charitable organization located in the city of Middletown, which has been administering funds from federal, state, and community sources since 1965. The agency's service area is the majority of the City of Middletown, Orange County.

RECAP's NPC program provides a wide array of services directly to consumers as well as in coordination with other RECAP programs and/or in coordination with sister agencies.

These services include: Homeowner occupied rehabilitation, Rental rehabilitation and construction, commercial rehabilitation, and new construction for extra low, very low, low income households up to 120% AMI with a concentration in the target groups of extra low and very low income. While not exclusive, special needs target populations are homeless, veterans, frail seniors, HIV/AIDS, disabilities, long term recovery from substance abuse and victims of domestic violence. Additional Agency services include Head Start, Supportive Housing, Food Pantry, Eviction Prevention, Advocacy, Addiction Treatment, Parole Re-Entry, job training and inter-agency resource coordination. The NPC program coordinates with other service providers for financial counseling, foreclosure prevention and First Time Homebuyer training for home purchases.

Specific RECAP programs currently funded for 2016 include: RESTORE, ACCESS, Weatherization, EmPOWER, HOME, a LIHTC project, a Urban Initiatives project as well as CHDO funding for rehab of a 15 unit rental property owned by RECAP. RECAP owns and manages 132 total units with 72 located with the Service Area.

RECAP currently administers over 18 ongoing grants the majority of which benefit the NPC service area. NPC program staff is responsible for writing many of the Agency ongoing grants as well as funding for new programs and initiatives. Program staff is responsible for HOME program monitoring. Program staff also facilitates the preparation of the strategic planning and needs assessment process and reports.

PathStone Community Improvement of Newburgh is the designated Neighborhood Preservation Corporation serving the City of Newburgh. PCIN is a NeighborWorks America chartered member and a Community Housing Development Organization (CHDO). The Service area includes census tracts 1,3,4, 5 and 6 in the City of Newburgh, NY.

PCIN provides homeownership education and counseling services, financial education, low cost loan or grant assistance in Orange, Ulster, Dutchess and Sullivan Counties. Homeownership services are provided by personnel certified in home-buyer counseling and trained in residential mortgage lending.

Pathstone is a HUD certified housing counseling organization.

PathStone develops affordable housing for both homeownership and rental markets. PCIN completed six units of an acquisition/rehab/ resale and completed 20 rental units in phase III of the Historic Lander Street Apartments.

PCIN continues working with community partner agencies on community gardens, improving the appearance of the City by sponsoring and participating in City clean up projects, crime prevention and reduction in throughout the City.

What is a weatherization assistance provider?

Weatherization assistance providers can assist eligible homeowners and owners of rental properties with measures to improve energy efficiency, including:

  • an energy audit of the home to identify specific needs;
  • addition of insulation to walls or ceilings;
  • weather-stripping and caulking around doors and windows;
  • cleaning, testing, repairs, or replacement of heating systems;
  • replacement or repair of broken windows and/or outside doors;
  • mitigation of health and safety concerns; in particular assuring that all dwelling units receive smoke detectors and carbon monoxide detectors.

Weatherization Services may also include other energy-related improvements such as: water heater repair/replacement, lighting fixture replacement, venting systems, refrigerator replacement, and certain electrical service work.

Weatherization services are available to income-eligible (60% of State median income) individuals who may be either homeowners or renters living in a single-family home, a manufactured/mobile home, or an apartment.
