The Highland Community Revitalization Committee, Inc. (HCRC) is a cooperative of concerned citizens and residents seeking to serve as a catalyst for the resurgence and redevelopment of the Highland community and surrounding area. Through its leadership and by its example HCRC will bring vitality back into the community

CRC offers an owner-occupied Home Improvement Program to low- to moderate-income owners, 1st time homebuyer education, employment assistance, credit counseling, community beautification and renewal activities, and youth/senior programming.

HCRC also handles tenant & landlord complaints regarding housing discrimination and unfair housing practices as the city's designated Fair Housing Agency.

The Mission of Niagara Falls Neighborhood Housing Services Corporation (NHSNFC) is to be a leader in neighborhood revitalization by providing new and affordable opportunities for individuals and families. We accomplish this offering programs such as Homebuyer Education, long and short term credit repair and counseling to the first time homebuyer preparing for the financial responsibility in owning their first home.

Our Efforts in revitalizing and stabilizing neighborhoods and communities include home rehabilitation that brings homes to a level of code compliance in addition to offering safe, decent and affordable rental units to individuals of low-moderate income levels.

Niagara Falls Neighborhood Housing Services, Inc., is part of a new Affiliation NeighborWorks/UpState New York Community Partners as well as a chartered member of Neighborworks America.

The primary mission of the Center City Neighborhood Development Corporation is to assist the lowest income members of the community with their housing needs. The service area inlcudes Areas of Niagara Falls as follows: Whirlpool Street north to the railroad right of way, east to Hyde Park Blvd. Hyde Park Blvd south to Pine Avenue, then west on Pine Avenue to Portage Road, Portage road to Niagara Street, Niagara Street west to 4th Street, 4th Street to Main Street, Main Street to Whirlpool.

To accomplish Center City's mission, the corporation rehabilitates substandard units and rents them to very low-income persons. Currently, Center City owns and/or managers 108 affordable rental units.

In addition, Center City provides grant and loan assistance to landlords who make improvements to the properties they rent to very low-income persons. Owner-occupied home improvement programs are also offered to assist very low- and low-income home owners with their home improvement needs. All property improvement programs focus on improvements to the dwelling units which bring the property up to current code; prolong the useful life of the structure; and make the property more affordable the for owner to maintain.

Center City owns and managed 105 apartment units for low income families that provide safe, decent and sanitary units, ranging from 1 to 3 bedrooms and located in our service area. These units offer affordable rents to income eligible tenants with 24 hour maintenance.

Niagara Community Action Program, Inc. (Niagara CAP) is a private, not-for-profit charitable organization that provides programs and services to the needy and disadvantaged population of Niagara County. Niagara CAP is a community action agency that receives both federal and state grant funds on a county-wide basis.

The following is a list of programs/services provided by Niagara Community Action Program, Inc.: emergency food, clothing, budget counseling, asset management, in-house weatherization, grants for home repair under the Rural Preservation Program, child care referral, training, registration, meal reimbursement for children, health and safety start-up items, nutrition outreach, education and advocacy, food distribution warehouse, on-the-job training, fair housing, back rent/mortgage/utility payments, and landlord/tenant resolution. Clients are networked from one program to another (depending upon need) for complete one stop, complementary services.

What is a weatherization assistance provider?

Weatherization assistance providers can assist eligible homeowners and owners of rental properties with measures to improve energy efficiency, including:

  • an energy audit of the home to identify specific needs;
  • addition of insulation to walls or ceilings;
  • weather-stripping and caulking around doors and windows;
  • cleaning, testing, repairs, or replacement of heating systems;
  • replacement or repair of broken windows and/or outside doors;
  • mitigation of health and safety concerns; in particular assuring that all dwelling units receive smoke detectors and carbon monoxide detectors.

Weatherization Services may also include other energy-related improvements such as: water heater repair/replacement, lighting fixture replacement, venting systems, refrigerator replacement, and certain electrical service work.

Weatherization services are available to income-eligible (60% of State median income) individuals who may be either homeowners or renters living in a single-family home, a manufactured/mobile home, or an apartment.
