Genesee Valley Rural Preservation Council, Inc. (GVRPC) was formed in 1982 to improve the housing stock and provide housing for very low to moderate income people in New York State. GVRPC has worked extensively in the areas of multi-family housing as developer, owner and manager and now owns and manages over 300 units in Western New York. In addition, the organization assists other organizations and municipalities with project specific development.

GVRPC also administers the following programs: Accessibility Modification Program for Disabled Vets in Livingston and Genesee Counties; RESTORE Program in Livingston County; Home Rehabilitation Programs in Livingston and Genesee Counties; Home Ownership programs in Livingston and Wyoming Counties, leveraging grant funds with private and public matching money. The company teaches Home Ownership Education for first-time home buyers.

Bishop Sheen Ecumenical Housing Foundation, Inc. (Sheen Housing) is a not-for -profit corporation that provides safe, decent, affordable housing for very low-to moderate-income families, seniors and persons with disabilities in order to promote their self worth and dignity. Sheen Housing was founded in 1968 to help low-income families purchase their first homes by providing loans and grants for closing costs. Over the past years, programs and staff have been added to address a wider range of urban and rural housing needs. Today Sheen Housing supports not only families, but also organizations that provide housing for low-income families.

Bishop Sheen provides home repair services to decrease substandard housing conditions that threaten the health and safety of residents as well as accessibility modifications to allow frail elderly and those with disabilities to remain independent in their own home. They offer home ownership opportunities, housing education and housing counseling for first-time home buyers as well as current homeowners experiencing a housing need. They also provide affordable rental opportunities for families, seniors, veterans and persons with disabilities.

Bishop Sheen serves the Counties of Allegany, Cayuga, Chemung, Livingston, Monroe, Ontario, Schuyler, Seneca, Steuben, Tioga, Tompkins, Wayne and Yates.

Wyoming County Community Action, Inc. (WCCA) is a not-for-profit Cap agency serving the counties of Wyoming, Genesee and Orleans in rural western New York State.  WCCA is a One-Stop Agency as designated by the Department of Labor.  We provide services to individuals and other human service agencies through three divisions:  Housing Programs, Employment & Training and Community Action Angels (CAA).  The Board of Directors for WCCA is made up of individuals from our service area.  WCCA operates a NYS Certified Early Learning and Childcare Center in Wyoming County.
 
The Housing Programs provided in our service area include: Home Buyer Education, First Home Club, Credit Counseling, Section 8 Rental Assistance, Homeowner rehabilitation, Property Management, Permanent shelters for homeless families, development of Affordable housing units, Energy conservation and emergency shelter and/or utility payment assistance.  In working with each of the persons served, we utilize the Family Development philosophy to meet their needs and avoid poverty.
 
Contracted Housing Programs include: RESTORE, HOME Rehab, Affordable Housing Rehab, First Home Club, Section 8 Rental Assistance, Family Self-Sufficiency, Section 8 Rent to Own, Weatherization, HTFC Tax-Credit Housing Development, Rural Development 515 with Tax-Credits, Federal Home Loan Bank, Homeless Housing Permanent Shelters, HUD PRAC 202 and United Way.  
 
The Employment and Training Division of WCCA is the designated affiliate One Stop Career Center for Wyoming County and is the Wyoming County regional partner of the Genesee Livingston Orleans and Wyoming Counties Workforce Development Board (GLOW-WDB).  This Division funded primarily through the Dept. of Labor, administers the Workforce Innovation and Opportunity Act (WIOA), Title 1 Adult, Dislocated Worker and Youth Programs.  This Division  also administers the Title V Senior Community Services Employment Program, TANF Summer Youth Employment, and an Employment Network – Ticket to Work Program.  Core employment services are available to the general public, however more intensive staff assisted services and occupational training are provided to targeted populations based on need and skill assessment.  Populations served  include, low-income, Veterans, spouses of Veterans,  long term unemployed, disabled, offenders, school drop-outs, and those with literacy challenges.
 
 
Community Action Angels is a network of volunteer, resource development programs operating in Community Action agencies across New York State and coordinated by Community Action for Wyoming County.  The network works together by coordinating activities and sharing knowledge so that volunteer work in Community Action Agencies is organized, recognized and accountable, leaving a significant and positive impact on our community, our agencies and the people we serve.

What is a weatherization assistance provider?

Weatherization assistance providers can assist eligible homeowners and owners of rental properties with measures to improve energy efficiency, including:

  • an energy audit of the home to identify specific needs;
  • addition of insulation to walls or ceilings;
  • weather-stripping and caulking around doors and windows;
  • cleaning, testing, repairs, or replacement of heating systems;
  • replacement or repair of broken windows and/or outside doors;
  • mitigation of health and safety concerns; in particular assuring that all dwelling units receive smoke detectors and carbon monoxide detectors.

Weatherization Services may also include other energy-related improvements such as: water heater repair/replacement, lighting fixture replacement, venting systems, refrigerator replacement, and certain electrical service work.

Weatherization services are available to income-eligible (60% of State median income) individuals who may be either homeowners or renters living in a single-family home, a manufactured/mobile home, or an apartment.
