Snow Belt Housing Company, Inc. is a not-for-profit company founded in 1982. Snow Belt Housing provides a range of housing and community development services to towns and villages throughout Lewis County.

Snow Belt Housing administers grants for home repair; provides financial assistance and support services to those who are homeless or at risk of becoming homeless; provides first time homebuyers with down payment and closing cost assistance; owns and manages affordable apartments; and administers New York Main Street programs.

During its most recent contract year, Snow Belt assisted 214 individuals in 58 households with security deposits, rental arrears, and rental assistance. Using a combination of state and federal funding sources, Snow Belt administers an owner occupied housing rehabilitation program that provides income eligible Lewis County residents with grant assistance to bring substandard homes into standard condition.

During its most recent contract year, Snow Belt completed 18 projects at an average project cost of $29,000. Two mobile homes were replaced as well with new Energy Star Certified mobile homes. Seven first time homebuyers received grants averaging $24,000 for down payment, closing costs, and minimal repair assistance.

Snow Belt owns eleven properties containing 34 units and manages six USDA 515 senior/disabled projects containing 162 units in Lewis, Jefferson, and St. Lawrence Counties.

North Country Affordable Housing, Inc. (NCAH) is a not-for-profit corporation formed in 1987. NCAH has been a Rural Preservation Company since 1987 providing affordable housing opportunities for the region's low and moderate income population. The company's service area includes the Fort Drum impact area in Jefferson, Lewis and St. Lawrence counties.

NCAH provides affordable rental housing, home improvement assistance and homebuyer assistance. Our main objective has been mobile home replacement activities. These programs help to replace deteriorated housing with new, energy efficient homes.

NCAH assists homeowners through counseling sessions on financial preparedness, credit counseling and regular home maintenance.

In 2002, NCAH received the Empire Award from the NYS Division of Housing and Community Renewal in recognition of innovative work providing safe, affordable housing alternatives to Northern New Yorkers.

What is a weatherization assistance provider?

Weatherization assistance providers can assist eligible homeowners and owners of rental properties with measures to improve energy efficiency, including:

  • an energy audit of the home to identify specific needs;
  • addition of insulation to walls or ceilings;
  • weather-stripping and caulking around doors and windows;
  • cleaning, testing, repairs, or replacement of heating systems;
  • replacement or repair of broken windows and/or outside doors;
  • mitigation of health and safety concerns; in particular assuring that all dwelling units receive smoke detectors and carbon monoxide detectors.

Weatherization Services may also include other energy-related improvements such as: water heater repair/replacement, lighting fixture replacement, venting systems, refrigerator replacement, and certain electrical service work.

Weatherization services are available to income-eligible (60% of State median income) individuals who may be either homeowners or renters living in a single-family home, a manufactured/mobile home, or an apartment.
