Frontier Housing Corporation was established in 1975 for the following purposes: to acquire, construct, maintain and/or operate low to moderate income housing and related facilities suited to the special needs and living requirements of those having low to moderate incomes and needing living facilities, without regard to race, color, creed or natural origin; to promote, advance and stimulate civic, business, commercial, industrial and agricultural interest and the general welfare of and in the Town of Brownville, including the Villages of Dexter, Brownville, and Glen Park; to plan, promote, develop, construct, operate and maintain new or improved public facilities of all types; to develop new housing, rehabilitate existing stock, and/or manage housing stock including renting and/or selling such units to provide decent housing that is affordable to low and moderate income persons; and to encourage, foster and stimulate trade, tourism, business and professional interest in the Town of Brownville. Thus far, Frontier has developed and manages 62 units of low-income rental housing in the Village of Dexter; has provided assistance for the rehabilitation of 40 homes in the Town of Brownville; has provided down payment assistance to 10 families for the purchase of new modular homes; has developed and manages the Dexter Industrial Center, which houses four businesses employing over 120 people; and has assisted the Town of Brownville and its Villages with applying for and securing funds for infrastructure improvements, recreational improvements, and other community development projects.

North Country Affordable Housing, Inc. (NCAH) is a not-for-profit corporation formed in 1987. NCAH has been a Rural Preservation Company since 1987 providing affordable housing opportunities for the region's low and moderate income population. The company's service area includes the Fort Drum impact area in Jefferson, Lewis and St. Lawrence counties.

NCAH provides affordable rental housing, home improvement assistance and homebuyer assistance. Our main objective has been mobile home replacement activities. These programs help to replace deteriorated housing with new, energy efficient homes.

NCAH assists homeowners through counseling sessions on financial preparedness, credit counseling and regular home maintenance.

In 2002, NCAH received the Empire Award from the NYS Division of Housing and Community Renewal in recognition of innovative work providing safe, affordable housing alternatives to Northern New Yorkers.

As a NYS Rural Preservation Company, the Clayton Improvement Association has multiple programs to provide safe and affordable housing and develop communities. Clayton Improvement Association, Ltd. serves the following 10 townships located in northern Jefferson County: Alexandria, Antwerp, Cape Vincent, Clayton, LeRay, Orleans, Pamelia, Philadelphia, Theresa, and Wilna.

The main programs are:

Home Improvement Programs - Clayton Improvement Association, Ltd. assists income eligible applicants who own their own homes with home improvements that qualify under the program guidelines, (e.g. NYS Affordable Housing Corp. grants, HOME LPA grants, and North Country HOME Consortium grants.)

Property Management/Ownership - CIA either manages or owns six affordable housing communities for income qualified individuals, families, the elderly and disabled persons totaling 165 units - 3 in Clayton, 1 in Antwerp, 1 in Black River, and 1 in Deferiet.

Property Ownership/Rentals - CIA owns two buildings on Strawberry Lane in Clayton. The first houses the Samaritan Family Health Center and is leased to Samaritan Medical Center for 20 years to expand its quality health care services for the region. The other building, located at 913 Strawberry Lane, became the CIA's new headquarters in December 2008. Its proximity to other housing communities the CIA owns or manages, as well as the new medical clinic, makes it an ideal location for the association's offices.

Clayton Improvement Association has also had First-time Homebuyer Assistance Grants. With this program, the organization assists income eligible applicants with purchasing their first home, (e.g. CDBG grants, HOME LPA grants, and NYS Affordable Housing Corporation grants.) The organization is consistently searching for new programs and funding sources to help communities.

Neighbors of Watertown, Inc., is a not-for-profit corporation formed in 1967 to provide safe, decent affordable housing; to rehabilitate and return blighted property to productive use; and to aid others with similar purposes. Neighbors Of Watertown (NOWI), a Neighborhood Preservation Company since 1981, administers a wide array of housing and community development services throughout the City of Watertown.

NOWI utilizes Low Income Housing and Historic Rehabilitation Tax Credits to rehabilitate historic, vacant, or underutilized inner-city buildings providing low to moderate-income housing and stimulating community renewal. Upon completion Neighbors manages the rehabilitated apartments and provides tenant counseling and a full range of services to the residents.

NOWI buys/rehabilitates/resells single family residential properties and provides grant assistance for first-time homebuyers of these and other homes. NOWI also provides grant assistance to existing homeowners for the repair of their homes and to landlords upgrading their rental units. NOWI is the housing arm of the City of Watertown and administers their CDBG programs.

NOWI is a HUD Certified Housing Counseling Agency providing Homebuyer Education and pre-purchase counseling to the residents of Watertown as well as to US Army personnel at Fort Drum. NOWI also provides Homebuyer Education classes to participants in the homebuyer programs of several area Rural Preservation Companies and to those obtaining mortgages from Jefferson County's USDA Rural Development office.

What is a weatherization assistance provider?

Weatherization assistance providers can assist eligible homeowners and owners of rental properties with measures to improve energy efficiency, including:

  • an energy audit of the home to identify specific needs;
  • addition of insulation to walls or ceilings;
  • weather-stripping and caulking around doors and windows;
  • cleaning, testing, repairs, or replacement of heating systems;
  • replacement or repair of broken windows and/or outside doors;
  • mitigation of health and safety concerns; in particular assuring that all dwelling units receive smoke detectors and carbon monoxide detectors.

Weatherization Services may also include other energy-related improvements such as: water heater repair/replacement, lighting fixture replacement, venting systems, refrigerator replacement, and certain electrical service work.

Weatherization services are available to income-eligible (60% of State median income) individuals who may be either homeowners or renters living in a single-family home, a manufactured/mobile home, or an apartment.
