The Housing Assistance Program of Essex County, Inc. (HAPEC) partners with local government, residents, businesses, and other organizations to foster viable Adirondack communities. For 40 years, HAPEC has provided homeownership assistance, home rehabilitation assistance, community services, multi-family housing development and rental assistance.

Last year, HAPEC provided housing services to over 1,000 households and generated more than $8.2 million in estimated regional output. HAPEC is a chartered member of the NeighborWorks Network HAPEC works to support viable communities in the Adirondack region. By “viable communities,” HAPEC means that:

Residents will have access to livable wage jobs and will be economically self-sufficient.

The built environment (homes and hamlets) of the counties HAPEC serves will be in a state of good repair.

Businesses and the regional economy will be healthy and growing;

Social connections among community residents will be strong, with a close-knit, small-town quality of life.

Adirondack communities will be desirable places for people and families to live year-round, not just vacation destinations; and

Low-income households will be able to stay and succeed in the Adirondacks.

Friends of the North Country, Inc. (formerly Friends of Keeseville) was incorporated in 1981; our DHCR-designated service area includes the towns of AuSable, Black Brook, Chesterfield, and Jay; however Friends' work occurs throughout Clinton and Franklin counties. Friends partners with municipalities, counties, residents, businesses, and human service organizations to provide safe, decent, and affordable housing.
 
Friends Rural Preservation Program activities include HOME and Access to Home housing rehabilitation programs in Clinton and Franklin counties, assisting municipal partners to apply for and administer: CDBG programs, Main Street programs, emergency management and hazard mitigation planning in Clinton, Franklin, and Essex counties.
 
Friends is a member of the Clinton County Continuum of Care that provides comprehensive services to end homelessness in Clinton County.
 
Friends is a HUD approved Housing Counseling Agency, assisting thousands of clients in Clinton, Franklin, and Essex counties with three staff counselors who provide pre- and post-purchase housing counseling which includes mortgage foreclosure prevention, home maintenance, and household budget counseling and services. All housing counseling is provided free of charge.

PRIDE of Ticonderoga is a non-profit Rural Preservation Company established in 1984 for the purpose of Preserving, Revitalizing, Implementing, Directing, and Effecting community development through the securing of public and private funds for housing rehabilitation, economic development, historic preservation, community planning, and educational programs. PRIDE serves the Town of Ticonderoga in Essex County and Northern Washington County including the Towns of Putnam, Whitehall and Dresden.

Housing Rehabilitation - PRIDE authors and administers HOME and RESTORE Programs for the service area. We established an Emergency Home Repair Fund which addresses low-income homeowners much needed critical repairs through PRIDE's fundraising efforts. This fund allows us to respond to the emergency most often on the same day. The fund serves as an outreach vehicle to locate those who need additional assistance through a RESTORE or HOME Program grant.

Downtown Revitalization - PRIDE is currently administering the 5th New York Main Street grant - 4 for the Town of Ticonderoga and 1 for the Village of Port Henry.

Community Development - PRIDE authors and administers grants for the Town of Ticonderoga for community development projects. They include:NYS DOS LWRP grants for gateway signage, creation of a pocket park, LaChute River Trail enhancements and the research and design for the proposed Reconstruction of the 18th Century French Sawmill in downtown Ticonderoga.

CDBG grants - for the renovation of Ticonderoga's historic buildings owned by the town. PRIDE is a resource for community development projects in the Town of Ticonderoga and serves on the Economic Development and the Parks and Recreation committees for the town. We also author small community grants for downtown improvements and serve as a conduit for small non-profits. PRIDE developed a grassroots movement to establish the Ticonderoga Natural Foods Co-op in 2012 and the Co-op opened in 2015 in the downtown.

What is a weatherization assistance provider?

Weatherization assistance providers can assist eligible homeowners and owners of rental properties with measures to improve energy efficiency, including:

  • an energy audit of the home to identify specific needs;
  • addition of insulation to walls or ceilings;
  • weather-stripping and caulking around doors and windows;
  • cleaning, testing, repairs, or replacement of heating systems;
  • replacement or repair of broken windows and/or outside doors;
  • mitigation of health and safety concerns; in particular assuring that all dwelling units receive smoke detectors and carbon monoxide detectors.

Weatherization Services may also include other energy-related improvements such as: water heater repair/replacement, lighting fixture replacement, venting systems, refrigerator replacement, and certain electrical service work.

Weatherization services are available to income-eligible (60% of State median income) individuals who may be either homeowners or renters living in a single-family home, a manufactured/mobile home, or an apartment.
