Community Services Programs, Inc. incorporated in November of 1975 with the mission to provide safe, decent and affordable housing, with related economic and community development, for the benefit of the residents of the organization's service area. Since its receipt of Rural Preservation Program funding in 1985, Community Services Programs, Inc. has independently developed over 305 housing units, all of which are managed by the organization, with another 60 units in the pipeline, totalling over $80 million dollars of investment.
In addition, the Rural Preservation Program (RPP) has leveraged the following activities of Community Services Programs, Inc. since its participation in the RPP Program:
l. Facilitated the establishment of the Dutchess County Economic Development Zone which incorporated the Fishkill and Poughkeepsie IBM Plants;
2. Developed the first NYS Department of Transportation: Industrial Access Project in the Department's Region 8 with the purchase/installation of a 110 lf, two lane bridge to an existing, under used, industrial park causing the creation of over 200 jobs;
3. Secured NPP funding for its neighboring homeless housing not-for-profit organization;
4. Developed 28 units of homeownership housing with NYS AHP, FHLBNY and a SONYMA forward commitment. Of the 28 homes sold, 10 were sold to civil servants consisting of public employees working for the Sheriff's Department, Department of Corrections, Social Services, U.S. Postal Service and local municipal employees.
5. Completed community development projects inclusive of two child care facilities; Brownfield Clean Up; two Main Street Programs; historic preservation of one of five (5) U.S. Post Offices commissioned by President Franklin D. Roosevelt; handicap accessibility project with the funding, purchase and installation of an elevator in a public library, and,
6. Secured $7 Million Dollar Governor's Office of Storm Recovery award for a 68 unit adaptive reuse project.
Hudson River Housing, Inc. (HRH) is a Neighborhood Preservation Company (NPC), Community Housing Development Organization (CHDO), and NeighborWorks America Organization which develops, rehabilitates and operates emergency, transitional and permanent housing for low-income and homeless families and individuals in Dutchess County.
In addition to housing, HRH provides supportive services intended to aid residents in achieving and maintaining stable and long-term housing situations, in increasing their skill levels, and in gaining more influence over their lives. Established in 1982, HRH has an annual budget of $6.2 million, over 100 employees, and approximately 250 volunteers.
HRH's programs in our NPP service area include Maximize (12 rental apartments for homeless families), Shelter Plus Care (10 units of permanent housing for mentally disabled homeless individuals and families and 12 units of housing and services for chronic chemically-dependent, homeless young adults), and the three River Haven programs (an emergency shelter, transitional housing for homeless and runaway youth, and an outreach program targeting the same population). In addition, COACH (Comprehensive Opportunities to Assist Clients who are Homeless) provides permanent housing, case management, employment and vocational counseling for 8 residents, using an overall model of psychiatric rehabilitation.
HRH manages an additional 25 units of affordable rental housing on Garden Street in the City of Poughkeepsie and 8 units on Little Market Street ("Harlow Row"). Six commercial spaces scattered among those sites are under HRH property management as well.
To assist first-time homebuyers in achieving the dream of homeownership, HRH provides comprehensive homebuyer education and support with access to financial assistance. HRH also serves as a developer and manager of affordable rental and home ownership housing opportunities for low to moderate income families. HRH works to revitalize, preserve, and organize the community through its housing initiatives.

Weatherization Services may also include other energy-related improvements such as: water heater repair/replacement, lighting fixture replacement, venting systems, refrigerator replacement, and certain electrical service work.
Weatherization services are available to income-eligible (60% of State median income) individuals who may be either homeowners or renters living in a single-family home, a manufactured/mobile home, or an apartment.
