The Western Catskills Community Revitalization Council, Inc. {WCCRC) service area covers the towns of Harpersfield, Kortright, Middletown, Roxbury, and Stamford in Delaware County, Blenheim, Broome, Conesville, Fulton, Gilboa, Jefferson, and Summit in Schoharie County, and Ashland, Halcott, Hunter, Jewett, Lexington, and Prattsville in Greene County.
WCCRC is a 501{c){3) nonprofit Rural Preservation Company working under the auspices of New York State Homes and Community Renewal. Our mission is to cooperate with community members and local, state, and federal governmental and civic bodies in aiding, assisting and fostering the planning, development, renewal, and improvement of housing, mixed-use, commerical and civic buildings toward community revitalization and economic development.
As a Rural Preservation Company, WCCRC offers home rehabilitation programs for low and moderate income homeowners, as well as community revitalization programs, housing and financial counseling, and senior housing in our 18-town service area in parts of Delaware, Greene and Schoharie Counties. We apply for New York State and Federal grant programs that benefit communities by improving health and safety conditions in homes and restoring civic and commerical buildings on Main Street. Once awarded, WCCRC manages these grant programs: coordinating rehabiliation projects using local contractors to fix failing roofs, foundations, electrical systems, and other critical problems in the home; or to renovate storefronts and apartment units on Main Street in rural towns.
WCCRC's housing counseling program provides basic housing and financial counseling to individuals in our servicearea, free of charge.
Stamford Village Apartments and Grand Gorge Apartments provide housing for seniors, as well as individuals who have disabilities in Grand Gorge Apartments. There are a total of 45 convenient, comfortable, and affordable units with rent subsidy programs. WCCRC also operates the Western Catskills Community Warehouse, selling donated gently used and new building materials, appliances, kitchen and bathroom fixtures, and furnishings, all at minimal prices so anyone can afford to repair their home.
The M-ARK Project is a private, not-for-profit 501 (c) (3) social and economic development agency that serves as a Rural Preservation Company for the Townships of Andes, Middletown and Roxbury and the Villages of Fleischmanns and Margaretville, all in Delaware County. MARK also provides services to the Town of Bovina in Delaware County and the Town of Shandaken in Ulster County. It has served the community since 1978 and was incorporated in 1983.
MARK's mission is to protect and revitalize the area's housing, economic, human, natural, and physical resources in order to enhance sustainable economic development and quality of life. Our vision is to create a vibrant region through programs and services that benefit the residents of the area while encouraging entrepreneurial activity, and a valuable visitor experience.
MARK provides affordable housing to families and seniors at two properties with a total of 12 affordable housing units. They administer a wide variety of grant programs that help income-eligible residents with funding for home repair. When available, they offer first-time home buyer programs, giving grants to assist with home down payments and closing costs. They are a regional and community safety net for all other types of assistance and services that residents might need. Whether it's food, heat, clothing, medical or any other type of crisis, the MARK Project coordinates with other service providers in the region to be sure local needs are met.
Primary economic development activities involve assisting small business owners in business operations, retention and expansion. MARK operates a business revolving loan funds and a small business development fund specifically designed to provide gap financing for improvements or emergency repairs. They work on several components of Main Street Revitalization from technical assistance to funds for building renovations and restoration. MARK also provides ongoing technical assistance to smaller community organizations and business associations. They work side by side with tourism properties and agencies to help our communities serve as both a destination for visitors and a vital and sustainable place to live.
Delaware Opportunities Inc. is a Community Action Agency serving low to moderate income families in Delaware County.
The agency administers state and federally funded programs housing programs including: Section 8 Housing Choice Vouchers, CDBG Housing Rehabilitation, CDBG Home-ownership Assistance, HOME, Access to Home, Restore, AHC Homebuyer/Rehabilitation, Homeless and Near Homeless Assistance (STEHP), Housing Counseling and has assisted in partnering with a for profit developer for new mutli-family construction.
Other programs offered by the agency include:Head Start, WIC, Domestic Violence, Rape Crisis, Day Care Subsidies, Registration and Inspection, Child and Adult Care Feeding Program, Child Care Resource and Referral, Independent Living Skills, Agency Operated Foster Homes, Parent Education, Family Development Services, Weatherization, Food Bank, Used Clothing, Senior Dining, Transportation, Car Seat Safety, Emergency Assistance Referrals, HEAP, Big Buddy, Employment and Training, SNAP Outreach, Emergency Food and Shelter, and Healthy Families.
