The Association was first formed in 1977, by a group of West Gray Street residents who became alarmed by the deterioration of the neighborhood. The group was incorporated in 1978, to become Near Westside Neighborhood Association, Inc., (NWNA) a non-profit organization. The purpose of NWNA is to enhance the quality of life in our community through the development and revitalization of housing and the preservation of historic structures in the City of Elmira.
Today, NWNA administers a variety of programs for neighborhood revitalization. City wide affordable housing programs include single-family, owner-occupied home repair programs that provide a portion of the cost of rehabilitation and also a "One House at a Time" program which allows NWNA to purchase a house, complete necessary repairs, then sell the house to a qualified homebuyer. NWNA also administers an Historic District Paint Program, which is limited to the Clinton-Columbia, Maple Avenue & Near Westside Historic Districts. Additionally, NWNA works with like minded groups and individuals to promote historic preservation throughout the City. Finally, with the help of volunteers, NWNA maintains a community garden.
NWNA's membership includes property owners, tenants, businesses, and persons interested in the general welfare of the Near Westside Historic District and the City of Elmira.
