SEPP INC.'s mission is to provide elderly persons and handicapped persons with low-income housing facilities and services designed to meet their physical, social and psychological needs and to promote their health, security and happiness. To accomplish this goal, SEPP currently owns and operates 10 low-income elderly housing facilities, four of which are located in SEPP's Rural Preservation Program Service Area (Broome County, rural towns and villages).

SEPP offers many services such as assistance with HEAP and Food Stamp applications as well as seminars on elderly health-related issues and referrals for housing and services availability throughout Broome County.

SEPP also provides support for programs such as Meals on wheels, blood pressure monitoring, podiatry services as well as the food bank comes to many of the SEPP's building.

Tioga Opportunities, Inc. is a Community Action Agency that provides a multitude of services to Tioga County, New York. Administration, Aging Services, Community Services, Family Health Services, Head Start, and Housing Services are the components of the agency.

Tioga Opportunities provides the following:

Section 8 Rental Assistance Program: Currently have 254 vouchers leased.

Housing Management :

Long Meadow Apartments at 5 Browns Lane in Owego has 64 total units

Long Meadow I - A rental assistance program with USDA Rural Development provides a subsidy for 32 apartments.

Long Meadow II - Rental assistance with NYS Division of Housing and Community Renewal provides Project Based Vouchers for 32 apartments.

Spring View Apartments -USDA Rural Development provides subsidies for all 35 apartments.

Nichols Schoolhouse Apartments at 84 Cady Avenue Nichols NY- There are 13 one bedroom apartments with 10

units of section 8 Project Based Voucher rental assistance.

County Farm Apartments at 1023 State Route 38 Owego NY has five 2 bedroom apartments and three 1 bedroom apartments which are operated as low income housing. One apartment continues to be public assistance shelter allowance for the size family residing in the unit.

Project Step Ahead at 1023 State Route 38 has 6 apartments which are operated as low income housing.

North Ave Apartments at 58-60 North Ave Owego NY has 8 Units.

6 apartments operated as low income housing and 2 commercial units.

Other Programs:

Tioga Opportunities has contracted with the village of Owego to administer their housing rehabilitation CDBG grant.

First Ward Action Council, Inc. was incorporated in 1982 with a mission to work in a variety of ways to improve the neighborhood through advocacy, housing rehabilitation, housing development, and preservation activities. It completed its first housing rehabilitation project in 1989 and has continued to rehab targeted properties with the intent of improving the neighborhood while providing affordable housing.
 
In recent years the agency completed the "New Dwightsville" project involving the renovation of eight abandoned historic Victorian homes on a main thoroughfare into Binghamton. The high profile effort garnered several awards including one from the Preservation League of NYS. The project also was the subject of an article in Victorian Homes magazine. Phase two, the Historic Dwightsville Gateway project, with another five buildings, was completed in 2009.
 
Phase three, the Binghamton Gateway project, started construction in the early spring of 2015 and will be completed in September 2016. It includes the renovation of 9 severely deteriorated properties on Front Street, the main entry into town, two others at 20 Spring Forest and 8 Meadow Street, and the new construction of a three-story building with 10 apartments and 2 storefronts at 168 Clinton Street. The project is funded by Low-income Housing Tax Credits, CDBG DR Funds and Restore NY funds from the City of Binghamton.
 
Prior completed  projects include  the former St. Cyril's parochial school, which was converted into a senior living facility called the Schoolhouse Apartments and the Antique Center at 174-176 Clinton Street. The Vestal Pines Apartments, a 24 unit new construction senior project was completed in 2008 and the Choconut Creek Apartments senior project was completed in 2011.
 
First Ward Action Council also operates a county-wide home repair service for seniors with funding from  several municipalities, local corporations, and New York Homes and Community Renewal. Other activities include a HOME homeowner rehab program which was chosen by DHCR and Broome County to administer 1.5 million dollars of flood relief after two incidents of severe flooding in Broome County in 2006.

What is a weatherization assistance provider?

Weatherization assistance providers can assist eligible homeowners and owners of rental properties with measures to improve energy efficiency, including:

  • an energy audit of the home to identify specific needs;
  • addition of insulation to walls or ceilings;
  • weather-stripping and caulking around doors and windows;
  • cleaning, testing, repairs, or replacement of heating systems;
  • replacement or repair of broken windows and/or outside doors;
  • mitigation of health and safety concerns; in particular assuring that all dwelling units receive smoke detectors and carbon monoxide detectors.

Weatherization Services may also include other energy-related improvements such as: water heater repair/replacement, lighting fixture replacement, venting systems, refrigerator replacement, and certain electrical service work.

Weatherization services are available to income-eligible (60% of State median income) individuals who may be either homeowners or renters living in a single-family home, a manufactured/mobile home, or an apartment.
