Since 1978 the Rockland Community Development Council (RCDC) has been committed to improving the lives of low income local residents in Rockland County. RCDC serves the residents that live in the villages in Rockland County, with the exception of the village of Spring Valley.

RCDC services include:

1) Provide counseling to clients on debt consolidation, credit, reverse mortgage, foreclosure prevention, first-time home buyers counseling and providing mortgage loan assistance.

2) Provide workshops that educate families on how to achieve the dream of homeownership.

3) Conduct home repair workshops for households to help residents do minor home and energy saving repairs, as well as learn energy saving tips.

4) Assistance to Neighborhoods/Municipalities- RCDC advocates for residents in the service area

H.O.G.A.R., Inc. is committed to providing every citizen with safe, decent and affordable housing in a healthy environment. To advance this mission, the agency engages in the following activities: Sponsorship and development of affordable housing; working with owners of substandard properties to improve living conditions and insure decent housing in an area where over 70% of the housing stock is over 75 years old; related housing services, such as credit counseling, default and foreclosure counseling and reverse mortgage counseling for senior citizens; and economic development activities that contribute to the revitalization of our community.

Working with families to maximize their self-sufficiency has a direct impact on achieving a healthy environment for them to live in, so our activities also include education on their rights and responsibilities as individuals and as a community to assist them in becoming active participants in their future. The Town of Haverstraw has seen a large increase in immigrants over the past ten years. The Village of Hasverstraw is currently over 70% Hispanic. H.O.G.A.R. works to assist immigrants to become part of the community by offering ESL classes, citizenship classes, afterschool programs, and other activities that will enhance and increase their self-sufficiency and make them contributors to their community.

What is a weatherization assistance provider?

Weatherization assistance providers can assist eligible homeowners and owners of rental properties with measures to improve energy efficiency, including:

  • an energy audit of the home to identify specific needs;
  • addition of insulation to walls or ceilings;
  • weather-stripping and caulking around doors and windows;
  • cleaning, testing, repairs, or replacement of heating systems;
  • replacement or repair of broken windows and/or outside doors;
  • mitigation of health and safety concerns; in particular assuring that all dwelling units receive smoke detectors and carbon monoxide detectors.

Weatherization Services may also include other energy-related improvements such as: water heater repair/replacement, lighting fixture replacement, venting systems, refrigerator replacement, and certain electrical service work.

Weatherization services are available to income-eligible (60% of State median income) individuals who may be either homeowners or renters living in a single-family home, a manufactured/mobile home, or an apartment.
